Rates, Fees and Charges

Rose Hill SUD is committed to providing our customers with clear and easy-to-find information about the rates, fees, and charges associated with water service.

Our water rates are structured to support the operation, maintenance, and long-term reliability of the District's water system while encouraging the responsible use of water. Monthly water bills include a base rate based on meter size, plus usage charges calculated according to the amount of water used during the billing period.

In addition to monthly water rates, certain fees and charges may apply when additional services are requested or specific circumstances require action by the District. Because these fees do not apply to every customer or every situation, we encourage customers to review the Service Policy and Rate Order for information about when and how each fee may be assessed.

Current water rates, fees, and related information are provided below for your convenience. If you have questions about your bill or are unsure whether a particular rate or fee applies to you, please contact our office. We are happy to help.

Understanding Your Water Bill

Your monthly water bill is made up of two primary components: a monthly base rate and water usage charges.

Monthly Base Rate
The base rate is determined by the size of the water meter serving your property. This charge applies each billing cycle and does not include water usage.

Water Usage Charges
Water usage is billed using a tiered rate structure. This means that as your monthly usage moves into the next tier, only the water used within that tier is charged at the higher rate — not all of the water you used that month.

For example, if you use 5,000 gallons in a month:

  • The first 4,000 gallons are billed at $8.00 per 1,000 gallons
  • The next 1,000 gallons are billed at $9.75 per 1,000 gallons
  • Your applicable monthly base rate is then added to the usage charges

Understanding how the tiers work can help you see how changes in your monthly water use affect your bill.

Your actual bill will depend on your meter size, monthly water consumption, and any other applicable charges or account activity.

Understanding Rural Water Rates

It is natural to compare water rates between neighboring communities. However, the cost of providing water service can vary significantly from one water system to another based on how the system is structured, where its customers are located, how water is obtained, and how the system is funded.

Rose Hill SUD serves a primarily rural service area, with fewer customers spread across more miles of infrastructure than many municipal water systems. The District also purchases its treated water and does not receive property tax or sales tax revenue. To learn more about how these and other factors can affect the cost of providing water service, visit our FAQ page for a closer look at rural water rates.
